Launch Activity Monitor and set the list at the top to 'All Processes'. Locate a Belkin process in the list in the upper part of the window, select it, click the 'Inspect' button, then in the resulting window click the tab for 'Open Files and Ports'. One of the entries (perhaps the first one) will be the program that's running. Once you've located the program(s) you can proceed to eliminate it.
